Summary

The eligible lookback period for some programs has been changed due to the change of program start dates (from October 1 to April 1 each year). Starting April 1, 2023, there will also be changes to what is counted as Windows revenue. This communication explains the new eligibility and the transition to the new annual lookback period for programs. This applies to Jumpstart Tier 1, Tier 2, and MDA.

Furthermore, a new eligibility requirement has been added to our Tier 1 programs. Effective for Program Year 2023 (and future program years), the eligibility for our Jumpstart Tier 1 and MDA programs will have a new requirement. Note: This new requirement will not affect partner eligibility for joining our PY23 Tier 1 programs April 1st, 2023, but can affect partner’s eligibility to remain enrolled and continue participating in PY23 Tier 1 programs. This communication explains the new eligibility requirement and the transition to this new requirement for Tier 1 programs. This applies to Jumpstart Tier 1 and MDA.

Update #1:

To be eligible for Jumpstart Tier 1 Program Year 2023 (starting April 1, 2023), partners must have at least 5 million ($5,000,000) of annual Windows revenue based on Distribution of Customer Systems installed with genuine eligible product between January 1, 2022 – December 31, 2022.

“genuine eligible product” are Windows Products with a net Product Fee greater than $0.00, excluding Windows 10 Pro (National Academic) (Strategic)

Note: Effective April 1, 2023, Windows 11 Home Entry and Windows 11 SE SKUs are ineligible as these have a $10 Product Fee with a discount of $10 (net $0) thus ineligible for the program based on the "genuine eligible product" definition.

To transition to this new cadence, for Program Year 2023 (start date April 1, 2023) partners are considered eligible if they meet one or both of the following criteria:

  • Partner met the previously used eligibility lookback window: (June 1, 2021 – May 31, 2022)
    AND / OR
  • Partner met the new eligibility lookback window: (January 1, 2022 – December 31, 2022)

Update #2:

- Has met the below performance requirement. This requirement does not apply if Company does not have performance history for the last two semesters. 

    • Met or remediated the Quality and Enablement milestones listed in the MDA Program Letter for the last two semesters.

      To transition to this requirement in program year 2023, this requirement goes into effect October 1, 2023 and the lookback will be one semester. For avoidance of doubt, the following requirement must be met in order to continue participating in program year 2023 from October 1, 2023 through March 31, 2024.

Met or remediated the Quality and Enablement milestones listed in the MDA Program Letter for the last semester i.e., April 1, 2023 through September 30, 2023.

Jumpstart Tier 1

Update #1:

  • 90%+ average compliance in Jumpstart Foundational Audit for the last three quarters
    AND;
  • Met or remediated the Performance Criteria metrics listed in the Device Configuration Document for the last two semesters

To transition to this requirement in program year 2023, the below requirement goes into effect October 1, 2023 and the lookback will be one semester (from April 1, 2023, through September 30, 2023). For avoidance of doubt, the following requirements must be met in order to continue participating in program year 2023 from October 1, 2023 - March 31, 2024.

  • 90%+ average compliance in Jumpstart Foundational Audit for the last two quarters
    AND;
  • Met or remediated the Performance Criteria metrics listed in the Device Configuration Document for the last semester.
Jumpstart Tier 2

To be eligible for Jumpstart Tier 2 program that starts April 1, 2023, partners must have less than 5 million ($5,000,000) of annual Windows revenue based on Distribution of Customer Systems installed with genuine eligible product between January 1, 2022 – December 31, 2022.

“genuine eligible product” are Windows Products with a net Product Fee greater than $0.00, excluding Windows 10 Pro (National Academic) (Strategic)
