Update and Guidance on Marketing Activities on Partner Center and Adcheck

Summary

This communication provides information regarding the list of Marketing activities in Partner Center and Adcheck that are Eligible for the Jumpstart 2020 Tier 1 Program year. Please review the details below carefully as this relates to Precheck and POE submission processes and approvals.

Impacted Audience

OEM partners participating in the Jumpstart 2020 Tier 1 Program.

Details

In Program year 2020 the Jumpstart Team worked on aligning marketing activities across programs. During this process there was fundamentally no change in types of activities that are reimbursable in the Jumpstart Program. However, the naming and hierarchy of how these Activities were claimed changed, which therefore led to the mismatching Vehicle/Activity and Tactic/Expense Type options between Partner Center and Adcheck. We have since implemented workarounds and are applying leniency when reviewing POE in Partner Center, accepting various combinations of options declared at Pre-Check. While the options will not match 1:1, should the type of execution match, in principle, to the options declared in both Pre-Check and Partner Center, we would accept in audit. To assist with the appropriate selections, please find in the Appendix at the bottom of this communication all Activity Types & associated Tactics available in Partner Center for your ease of review.

Important things to note:
Vehicle in AdCheck = Activity Type in Partner Center
Tactic in AdCheck = Expense Type in Partner Center
Vehicle/Activity Type selection is made at the Planning stage in Partner Center. Tactic/Expense Type selection is made at the POE stage.

Example:

  1. During Pre-Check submission in the AdCheck tool, the creative was declared as:
    Vehicle/Activity Type: Digital
    Tactic/Expense Type: Out of Home (OOH)
  2. During Plan submission in Partner Center, the creative was declared as:
    Vehicle/Activity Type: Digital
  3. During POE submission in Partner Center,
    Tactic/Expense Type: Out of Home (OOH) is not an available option under the Digital. However, by definition, Display Advertising encompasses such executions, so the appropriate selection in this case would be Display Advertising.

In addition to the above, we want to call out that there is an option that is currently available in Partner Center that is not eligible for Jumpstart 2020 Tier 1 Program. We are working to correct this in 2021 Program Year. Please refrain from selecting the below options when submitting POE in Partner Center:

  • Activity Type: Readiness & Training
  • Expense Type: Channel Partner Recruitment & Readiness

Long-Term Solution:

The Jumpstart Team has prioritized getting Partner Center and Adcheck aligned for the Jumpstart 2021 Program Year. It has also been requested to remove of the ineligible Activity as a selection in Partner Center to avoid confusion in the future.

Next steps

  1. Please share this information with the appropriate people in your organization.
  2. Review the below list of Eligible Activity and Expense Types and their definitions to aid in determining the appropriate selection for POE submission into Partner Center.
  3. If any POE submitted with mismatching selections that are not accurate in principle (per the allowance described above), then they will be reviewed as “Further Partner Action Required”, with clear instructions on how to update.

Partner driven creation intended for wide distribution and typically posted or distributed in a public place, handed out to individuals or sent through the mail.
Print Out of Home (OOH) Large format advertising of MS products, services or 3rd party + MS Product designed to attract consumers in high traffic public areas. Can include street furniture, displays or signboards, transit and alternative media. Only the printable area of the ad space is considered. For example, the printable area of a bus wrap includes the amount of physical space of the wrap, which may not include the entire bus.
Print Catalog Print publications including, Brochures, and catalogs broadly sent to potential customers. Joint Collateral Catalogs are multi-page print documents which include Microsoft product, service or third party + Microsoft and may include other vendors. Production and distribution of Microsoft collateral material directed to channel partners.
Digital Campaign Landing page Digital advertising campaign on the partner or other external web site, includes the design and posting of the landing page, to promote Microsoft product, services or MS + third party. It is normally used for a very specific topic and it can be incorporated as part of a website or it can live by itself. May allow for purchase from the immediate page.
Digital Display Advertising Display advertisement on a customer-facing website or Mobile App that clicks through the intended web page featured in the display ads. Placement of online banner on a website owned by a third party for Microsoft product, services or MS + third party. May include add design/ content. Can be the partner web site or other third-party web site.  Includes tracking statistics of advertisement. Advertisement appearing on a digital or social networking presence. such as YouTube, Netflix, Linked In, etc. Partner coordinated and/or hosted online channel to present MS technology related advertising or content.
Digital Digital Communication E-catalog or digital communication including e-newsletter/e-mail and eBooks broadly sent to potential customers. Promotion/ advertising via email to partner database contacts, related to specific Microsoft product, services or MS + third party. Includes design, communication, and tracking.
Digital Social Media Marketing Partner coordinated and executed social media advertising campaign of Microsoft product, services or MS + third party product including paid posts within social network sites, attach campaigns to develop online communities, blogs or miniblogs.
Event General Awareness Event/ Conference Customer-facing events designed to announce news and generate demand for Microsoft product, services or MS + third party. Partner conducted or coordinated in-person academic instruction type of meeting, usually offered in small groups, related to Microsoft products, services or MS + third party. No sales happen.
